01 - 1 lb ground beef
02 - 1 medium onion, chopped
03 - 1 green bell pepper, chopped
04 - 10.5 oz cream of mushroom soup (1 can)
05 - 10.5 oz cream of chicken soup (1 can)
06 - 1 cup sour cream
07 - 1.5 cups cooked white rice
08 - 1 cup shredded cheddar cheese
09 - 0.5 teaspoon garlic powder
10 - Salt and pepper, to taste
11 - Fresh parsley, chopped (optional for garnish)

# Instructions:

01 - Preheat oven to 350°F (175°C) and lightly grease a 9×13-inch baking dish.
02 - In a large skillet, cook ground beef over medium heat until browned. Add onion and green bell pepper, cooking until softened. Drain excess fat.
03 - In a large mixing bowl, combine the cooked beef and vegetable mixture, cream of mushroom soup, cream of chicken soup, sour cream, cooked rice, garlic powder, salt, and pepper. Stir thoroughly.
04 - Pour the combined mixture into the greased baking dish, spreading it out evenly. Sprinkle shredded cheddar cheese over the top.
05 - Bake in the preheated oven for 25-30 minutes, or until cheese is melted and bubbly.
06 - Garnish with chopped fresh parsley if desired, and serve hot.
