Cut chicken into bite-size pieces. Toss with cornstarch until coated.

Whisk together honey, chicken broth, soy sauce, vinegar, and garlic powder in a bowl.

Heat oil in skillet over medium-high heat. Cook chicken in batches until browned, 3-5 minutes per side. Transfer to plate.

Remove pan from heat, add sauce and scrape up browned bits. Return chicken to pan.

Cook over medium heat until sauce thickens and chicken is cooked through. Garnish with scallions if desired.
